Description:  

The
Head of Compensation and Benefits, is responsible for the development
and implementation of Compensation and Benefit policies in respect of
staff at Headquarters and in the EBRD offices in 27 countries of
operations. This includes the operational running of the Pay and
Benefits & Administration and Relocation Departments together with
responsibility for HR Information Systems.


This is one of the two senior positions (together with the Deputy
Director - Global Staffing) reporting to the Director of Human
Resources and requires a high level of interaction with HR Unit Heads,
in particular the HR Client Managers who are responsible for HR
management within the operating departments, including recruitment,
performance management, promotion and mobility of Bank staff.
Additionally, the incumbent will be exposed to the President, Executive
Committee, the Board, senior management and the Staff Council.


Key Responsibilities and Deliverables


· Responsible for the development and implementation of compensation
and benefit programmes for all Bank staff both at HQ and in the EBRD
offices in 27 countries of operations. This includes the preparation of
written recommendations to the shareholders on annual compensation
changes after discussion and approval by EBRD executive management and
the Board.


· Manage the annual performance-related salary and bonus review exercise in cooperation with the Client Managers.


· Review existing benefits to simplify and streamline structure and delivery wherever possible.


· Develop and maintain assignment policies for staff moving between the Bank's Offices.


· Maintain existing and develop new salary structures based on market data from various sources (UK and overseas).


· Manage two Retirement Plans, (one defined benefit and one defined
contribution), including the organisation of the Retirement Plan
Committees, the management and improvement of retirement plan
administration and the management of related significant budgets for
investment consultancy and actuarial services.


· Supervise and co-ordinate the activities of the compensation and
benefits staff to ensure delivery of a best practice and professional
Payroll and Benefits Administration Service.


· Manage the implementation Employee and Manager Self Service applications as part of the HR Information Systems strategy


· Contribute to the efficient functioning of the HR Department and its services.


· Manage the development of key process improvements to deliver
faster, better and more accurate HR operational delivery to clients.


· Represent the Bank externally e.g. at private sector gatherings or
in meetings of other representatives in International Financial
Institutions and International Organisations.


Essential Skills, Experience & Qualifications


· Graduate in a relevant discipline. Minimum 12 years' compensation
and benefits experience, working with complex compensation and benefit
packages, and with particular knowledge of retirement plans and
assignment policies.


· Management of other managers and their teams in a multicultural cross-country HR environment.


· Exposure at Board and executive management level, including presentation of well defined policy recommendations.


· Strong communication and facilitation/counselling skills.


· Excellent problem-solving skills.


· Highly numerate.


· Excellent report writing skills.


· Excellent organisational/administrative and interpersonal skills.


· Ability to work independently using own initiative within tight deadlines.


· Computer literate, including a strong knowledge of Excel and Word and reasonable knowledge of SAP


· Fluent English, both written and oral.


Competencies & Personal Attributes


Candidates for this position will have extensive compensation and
benefits experience, with an intricate knowledge of retirement plans
and assignment policies, gained while working in an international
environment, preferably abroad. They will preferably have had
significant exposure to both the private sector and/or International
Financial Institution environments. They will demonstrate sufficient
gravitas to be credible and persuasive at a senior level. Experience of
working in a multi-cultural environment is required. Passion for the
job, integrity and good sense of humour are also very relevant.
