Who out there can provide and overview or detailed information on the Income & Tax and other regulatory issues for Stock Options and SARs in Canada?
This is an area than is often mentioned but seems to be neglected in documentation.

About two years ago I met two attorneys with DLA Piper in San Francisco at a conference. They produce "Global Equity Desk References" covering multiple LTI vehicles (including options). Best of all, I believe that they offer the books free of charge. For each country the following topics are covered:
1) Securities Restrictions
2) Tax to Employee and employer
3) Foreign Exchange requirements
4) Social Insurance
5) Data Protection (written concent etc.)
6) Labor issues
7) Communication

Another useful resource is the website for the Canada Revenue Agency (similar to the IRS in the U.S.) at http://www.cra-arc.gc.ca/menu-eng.html. Under Business, go to Payroll. Under Topics for Payroll, go to Benefits and Allowances, then go to Financial Benefits. Once you're here, go to Security Options. In this section, the tax laws and regulations for employee stock and stock option plans are addressed. There's also a link to a publication that might be helpful - IT113R4, Benefits to Employees - Stock Options.
