The EU just published the results of a study on "The Promotion of Employee Ownership and Participation." (the full study can be accessed above)
Among the receommendations
1. Establish as Virtual Centre for the employee financial participation including an effective tax rate calculator in the short term, the development of a code of conduct in the mid-term, and an optional "Common European Regime on Employee Financial Participation" in the long-term.
The study also mentions it is important to overcome the barriers of cross-border plans.
